Erin Upton, Director of Special Education

Erin brings 28 years of experience to NMRSD, with 26 of those years dedicated to Massachusetts schools. She earned her Bachelor of Science and Post-Professional Master of Science degrees in Occupational Therapy from the University of New England and complemented this with a Certificate of Advanced Graduate Studies in Educational Leadership from Salem State University.
Erin started her career as an occupational therapist, working with students aged 3-22 for 18 years. In 2015, she transitioned into an administrative role in a large grammar school. Most recently, Erin served as the Assistant Director of Special Education for Lowell Public Schools, where she was instrumental in ensuring compliance with Individualized Education Programs (IEPs), delivering professional development, and overseeing both in-district and day school programs for students aged 3-22.
Outside of her professional endeavors, Erin enjoys quality time with her husband, children, and grandchildren. She also finds joy in crafting and reading.
Shannon Cole, Assistant Director of Special Education

Shannon Cole is an experienced educator with a diverse background spanning six school districts across the United States. Prior to joining the North Middlesex Regional School District, Shannon spent seven years as a special educator in Massachusetts, California, and North Carolina. Her special education experiences ranges from preschool to eighth grade, and in inclusion to substantially separate settings. Shannon spent an additional two years as an Evaluation Team Chairperson in the Lowell Public Schools where she ensured all students received high-quality educational support and advocated for the needs of all students while ensuring compliance with IEPs and overseeing sub-separate programming at several schools.
Outside of her professional life, she enjoys spending quality time with her husband and dog, as well as engaging in activities such as reading, hiking, and exercising.
Sabrina Congram, Special Education Coordinator
Pam Walker, Evaluation Team Leader

Pam Walker is the Evaluation Team Leader at Nissitissit and Hawthorne Brook Middle Schools, supports the Gateway Program and manages an out-of-district caseload of students. She collaborates closely with educators, specialists, and families to guide comprehensive evaluations and develop individualized plans that promote student success. Pam is committed to fostering inclusive learning environments and ensuring every student receives the services and supports needed to thrive academically and socially.
Pam earned her undergraduate degree in Psychology from Smith College and a Master’s degree in Clinical Social Work from Boston University. She spent 15 years as a community-based social worker supporting children and families involved with DMH and DYS, focusing on youth and families in crisis. She later transitioned into public education as a school social worker/adjustment counselor, working in schools in both NH and MA. During her time at a collaborative, she stepped into leadership with a role as Assistant Program Director, and has since enjoyed supporting staff and engaging in creative and responsive program development to benefit student growth and development. Throughout her career, Pam has enjoyed working with students with a wide range of disabilities and needs, approaching her work from a strength-based perspective. She enjoys utilizing her special education administration skills and experience to effectively navigate the complex special education process with respect and empathy.
Outside of school, Pam enjoys being an empty nester and spending time with her husband, both at home and traveling together. They love time spent with their daughters and now cherish time with their grandchildren—cheering them on at sporting events, school activities and creating lasting memories. Each spring, Pam coaches a softball team made up of individuals with intellectual and developmental disabilities, an experience she finds especially rewarding. She enjoys reading, walking and yoga in her spare time.
Tracy Bitondo, Special Education Administrative Assistant

Tracy Bitondo is the Administrative Assistant for the North Middlesex Regional School District Special Education Department.
In this position, Tracy provides administrative support for the Special Education Department. She works closely with the Director and Assistant Director to provide services to North Middlesex students on IEP's. She also handles the Special Education transportation for the district.
Tracy joined NMRSD in 2007, prior to her position at the school district, she worked at Comcast for 15 years.
